Carla Spencer, born in Happy Landings, is the mother of Paul Spencer Wagoner and Judy Spencer Wagoner and the cousin of the town's mayor.

She met her husband, Tom, when she went to college in Minnesota, on Datum Earth. Together, they had two children and moved to Happy Landings to be closer to her family until Tom started to feel uncomfortable due to the increase of inhabitants after Step Day.[1]
They then moved to Madison West 5 around 2031-'32 until they broke up a few years later, because of the strain raising two Next children caused. She took Judy to live with her while Tom took Paul but Judy was taken away from her.[2]
